The Lead Operating Engineer assists the supervisor in planning, scheduling, prioritizing and directing work of the unit. The incumbent also distributes work assignments, provides leadership and guidance, and sets the pace of the work in the unit and serves as the subject-matter expert in the trade. The Lead Operating Engineer is responsible for ensuring that the heating, ventilation, and air conditioning (HVAC) systems and their components and sub-components for the Board systems are functioning properly.


High school diploma or equivalent experience with advanced training in the operating engineering field required. Must possess eleven years of specialized experience and a third-class D.C. steam engineer's license. Must have demonstrated potential to lead journeyman level employees engaged in operating engineer activities. Position requires knowledge of the principles and operation of HVAC systems as well as a working knowledge of the methods of distribution, construction, and operating characteristics. Must have the basic knowledge and capability in the use of personal computers for plant operations. Must be able to read, interpret, and adjust gauges, controls, and thermometers, and flow meters. Must be familiar with the characteristics of complicated large tonnage units and their auxiliaries. Must be knowledgeable of high-pressure piping systems and equipment, such as steam heating, steam generation, vacuum systems, convectors, fan coil units, circulating pumps, heat exchangers, flash tanks, expansion tanks, automatic and manual control valves, and other related equipment. Must be able to read and interpret blueprints. Must possess universal certification for refrigerant transition and recovery. Basic familiarity with office automation software used for tracking and maintaining unit activities is required. Experience in and an understanding of project management is desirable. Must be able to complete work orders and other required documentation in compliance with Board and division policies and procedures. Must show a demonstrable commitment to a strong customer service philosophy.

Assists the supervisor in planning, scheduling, prioritizing and directing work of the unit. Distributes work assignments and sets the pace of work in the unit and may provide input to the supervisor on performance appraisals. Performs the most technically difficult work of the section.

Provides leadership and guidance to other team members in all areas of the job. This includes demonstrating proper work methods, answering questions from co-workers regarding procedures, work orders, policies, written instructions and other directions, and assuring adherence to appropriate safety procedures.

The Lead Operating Engineer must possess the ability to perform the job with little or no supervision. Performs advanced, skilled and technical work in providing quality service and a satisfactory and comfortable environment within the Board facilities. Must possess and understanding of the inter-relatedness of plant operations.

Must be able to communicate effectively both orally and in writing. Incumbent has contact with all staff levels at the Board while servicing equipment and making service calls.

Work requires lifting, carrying, and pulling heavy objects weighing up to 50 pounds. Adjustment, repair, or replacement of parts or assemblies may require kneeling, stooping, climbing, reaching over, under, and into equipment while in cramped or awkward positions. Exposed to chemicals used in the treatment of the cooling towers and closed loop systems. Frequently exposed to abrasions, cuts, bruises, and noisy places. Frequently works in cramped spaces and around hot dusty and oily surfaces. Potential exists to work in asbestos areas.

Provides guidance, training, and leadership to the other employees of the engineering unit and sets the pace of the work on the team. May provide input to the supervisor for performance appraisals.

Please note this is for 3rd shift (Sunday - Wednesday), 8PM to 6AM. This position is on-site at our facilities in Washington, DC.
